Do both, it's what I did. Since you'll probably wear thicker socks in the winter, your boots will then fit better--and insoles just help out everything in comfort.
How to make sure that when you wearing boots, they are comfortable on your feet? a size bigger or insoles?
Try getting insoles.... sometimes if you get a size bigger then they don't fit right and you could twist you ankle
